Civic Oversight of State Actions on Children's Issues First edition. February 2007

Children of the Millennium encourages national, regional and local authorities to plan and implement better public policies for addressing the needs of girls and boys living in poverty. It commissioned two independent studies to analyze government performance in the area of children's services.
The first study, "Public actions and civic oversight of state management of children's services," was carried out by Carlos Monge, who describes the work of the various state agencies responsible for children's services, as well as the funding they receive. He also explains how these responsibilities and resources will be reassigned as part of the decentralization process under way in the country and establishes indicators for systematic monitoring of state actions - at the three levels of government - on children's issues.
The second study, "Public spending with an impact on childhood: A comparative analysis of Demunas and Wawa Wasis," was done by the director of Ciudadanos al Día, Beatriz Boza, who evaluated the performance of these free state services for the country's girls and boys. Wawa Wasis are childcare centers for children ages 6 months to 4 years, while the Municipal Ombudsmen's Offices for Children and Adolescents (Defensorías Municipales de Niños y Adolescentes, Demunas) are municipal offices that handle cases of violence against minors. To analyze both services, the study focused on characteristics related to financial management, organization, control and supervision, from the beneficiary's perspective.

In 2005, the REDDESS Youth team, made up Ximena Salazar, Rosario Arias, Victoria Pareja and Carlos Aramburú, won a bidding process organized by Save the Children at the request of Children of the Millennium to do a qualitative study to complement the project's other research. This study was done in four locations: two in Lima (urban and rural) and two in Ayacucho (urban and rural).
The children's voices were compared with the opinions of adults who have power and influence in their everyday lives. The authors emphasized the local context, on the grounds that it had the greatest effect on children's quality of life, in both private places (the home) and public spaces (school, the street, the neighborhood, parks, etc.). This level was also stressed because of the opportunities offered by the decentralization of public policies and resources in Peru.

Perceptions of boys, girls and adolescents of poverty and its effects April 2002

In 2002, Children of the Millennium commissioned a pilot study of the views and perceptions of girls, boys and adolescents of poverty and how it affects their lives. Interviews were done with six groups of girls and boys between ages 8 and 15 in three peripheral urban neighborhoods in Peru: in Lima, Ayacucho (the Andes) and Pucallpa (the Amazon basin). The pilot study's content and variables were organized around a thematic scheme that reflected the main areas of the Children of the Millennium questionnaire: childhood and adolescence, family, school, child labor and social capital.
